This is a man who has been torturing cats since he was 15 years old. It doesn't take a rocket scientist to deduce Hooi has serious psychiatric problems, does it?
And "if convicted, Hooi could be fined up to $10,000 and jailed up the 12 months." First, I doubt Hooi has $10,000 to pay & second, 12 months is too short for someone like him. Even if the jail term is extended to 24 months, it is still too short!
I'm still of the opinion that he should be put away for a long long time away from society, away from harm.

My sincere wish that David Hooi becomes the life-time patient cum resident at our Mental Hospital.
as if he wont reoffend after 12 months? this isn't only a joke, but an insult to our intelligence. but then again, it reflects the state of callousness towards what they regard as lesser beings.
If only the dead tabby kitten can sue the State for not diagnosing David Hooi as a "psycho" and therefore requiring mandatory counselling and monitoring. Is there such a thing as negligence of the judge?
Its seems to me more complacency of the court than negligence to assume that 'its just animals' that he killed & therefore doesn't warrant much attention nor time to the case.
Just like the Alaskan malumut case - 'it just a dog died of neglect' no biggie. But since its a pedigree, lets just fine the bugger $3000.'
An animal's life really doesn't amount to much here, does it?
